Continuous compliance snapshot

Pulls the latest historian / IP.21 / OPC-UA tag values, runs the compliance bridge, and writes a stamped snapshot. Lets an asset prove it was code-compliant on a specific day, not just at the last full assessment. The opposite of an annual PDF.
