Litigation evidence package

Builds an evidence bundle for a specific stamped verdict — every input, the citation graph back to ASME / API source clause, every posterior used, the held-out validation gate that signed it off, plus the SHA-256 hash chain and RFC 3161 timestamp. The artefact a P.E. can hand to counsel without redoing the analysis.
